2010年7月29日颁布实施的《国家中长期教育改革和发展规划纲要(2010-2020)》,以国家发展规划的庄严形式,阐释了扩大教育开放,加强国际交流与合作,引进优质教育资源的发展战略。随着改革开放的不断深入,在业内被称为“双文化、双证书、双校园”的国际合作办学工作,形势发展迅速。各种类型、各种规模的合作交流与办学项目在各高职院校不断增多。在《纲要》背景下,如何保证国际交流与合作办学的质量,本文从内涵外延两方面进行探讨。
