我们近来与基层一些厂长、经理座谈,他们就当前企业改革问题提出了自己的期望:一是利国利民的改革开放政策不能变,以不断增强企业的活力。二是尊重企业的自主权,各种形式的承包包经营责任制目前不能变。承包合同要取信于民,奖惩要兑现。对承包经营责任制进行充实和完善,使之更加科学合理。三是要维护企业的经济利益,取消流通领域里的多渠道“双向”环节,为企业排忧解难。四是下力量刹住乱摊派等不正之风,减轻企业负担。
Recently, we discussed with some factory managers and managers at the grass-roots level. They put forward their own expectations regarding the current corporate reforms: First, the reform and opening-up policy for the country and the people cannot be changed so as to continuously enhance the vitality of the enterprise. The second is to respect the autonomy of enterprises, and various forms of contract responsibility for package management cannot be changed at present. The contract must win the trust of the people, rewards and penalties must be honored. The fulfillment and improvement of the responsibility system for contracted operations shall be made more scientific and reasonable. Third, it is necessary to safeguard the economic interests of enterprises and eliminate the “two-way” links in the multi-channels in the circulation field to solve problems for enterprises. The fourth is to stop the unscrupulous apportionment of power and reduce the burden on enterprises.
