以创业培训为切入点,跟踪服务为手段,将创业培训与小额信贷有机结合起来,陕西省安康市形成了担保基金安全运行与促进就业的双赢局面。下岗5年,在外打工3年的陈华夫妇,2006年在小额贷款的帮助下圆了自己30多年的创业梦。经过2年的打拼,陈华夫妇已经走上了致富之路,现在还打算乘胜追击再开一家玩具店。像陈华这样受惠于下岗失业人员小额担保贷款而走上再就业之路的人,在安康还有很多。
