在建立社会主义市场经济体制的新形势下,党委办公室如何转变职能,提高办事效率,更好地发挥参谋助手作用?近两年来,巴东县委办公室开展目标管理,收到了一定成效。其主要做法和体会是:一、做好“三定”是推行目标管理的基础目标管理,首要的是确定适度的工作目标。实现目标有一个过程,这个过程就是办公室系统完成任务的过程。要实现预期的目标,就要搞好“三定”,即定岗、定员、定责,这是开展目标管理的基础工作。定岗,就是将办公室内部所要设置的岗位确定下来,设岗是宜粗还是宜细要区别情况而定。一般来说,按职能可设置秘书、文书、信息、督办、综合调研、行政后勤、机要保密、替代财源建设、民调信访、对外接待等岗位。定员,是根据办公室内部所设岗位,综合考虑现有人员和不同单位的工作量来确定人员分布,做到人数适当、结构合理。定责,是“三定”的
