试点先行:电子政务成功之路

当“十七大报告”中,信息化被正式列入需要深入发展的新形势新任务之后,我国电子政务建设无疑将迎来一个新的发展高潮。但中国电子政务建设的特殊性在于,由于管理体制和经济发展状况的独特性和复杂性,其发展并无前例可循。国外电子政务的发展或许能在大方向给予一些借鉴,但实施过程中还需要我国各级政府部门自身来“摸者石头过河”。实践中前行,就免不了经受挫折,需要交些学费。这也正是几年前“金字工程”大张旗鼓、各地纷纷宣布投入重金开展电子政务,但后续声音渐渐低落,甚至许多部门“闭口不言”的原因——做的不好谁愿意多说?于是,找寻一条中国电子政务建设的成功之路,成为了许多建设者的目标。而在我国“金保工程”一期建设中,通过“试点先行、稳步推进”的建设模式,试点示范地区的建设实效已经开始显现出来,或许这也为解决以上问题找到了一个明确的方向。 When the “17th National Congress of the CPC” reports that informationization is formally included in the new situation and new tasks that require further development, the construction of e-government in our country will undoubtedly usher in a new upsurge of development.
