1912年元旦,寒冬里的南京虽然萧瑟,却也有着浓浓的暖意。这一年,孙中山就任中华民国临时大总统。时年,社会百废待举,黑暗动荡。孙中山觉得,若想百废俱兴,万物向荣,首先得从司法上动大手术。而彼时的司法系统,在政、商、民三界眼中是出了名的黑暗,官匪沆瀣一气,早已形成风气。有理者不敢打官司,无理者横行天下的现象,屡见不鲜。“司法”二字,早已经成了不公的代名词。所以,孙文就任大总统不久,高瞻远瞩,要求“所有司法人员,必须是法官考试合格人员,方能充任”。

Therefore, soon after Sun took office as the president, he foresightedly requested that “all judicial personnel must be qualified judges for the examination before they can serve as ”.
