2003年12月10日-12日举行的信息社会世界峰会系国际电信联盟倡导并得到联合国决议支持的一次全球高级别会议,旨在探讨如何利用信息通信技术的潜力促进各国社会经济发展,并就信息社会建设相关的议题广泛交流看法。峰会举行了全会一般性辩论,并组织了国家元首与民间社会和私营部门对话的圆桌会议及280多场论坛、专题研讨会、展示会。会议协商一致通过了《原则宣言》和《行动计划》,决定2004年初召开会议,讨论突尼斯第二阶段峰会的筹备工作安排,作为中国政府代表团的一名成员,有如下观感。
The World Summit on the Information Society, to be held from December 10 to December 12, 2003, is a global high-level meeting advocated by the International Telecommunication Union and supported by United Nations resolutions to explore ways to harness the potential of information and communication technologies to promote socio-economic development in all countries.
