村民委员会本是村民的自治机构,但村委会是否确实发挥了这一功能?调研显示,村民难以监督村委会的权力行使,村委会偏离了村民自治的功能,有行政化的倾向。这又导致村民对村委会的评价降低,甚至对其失去信任,参加选举的积极性不高,选举流于形式。要强化村委会的自治功能,加强政府对村委会工作的规范,使其成为村民的服务者和政府工作的配合者而非其他。这需要改革农村选举、推行村务公开、强化村民的监督机制等,以理顺农村基层组织,稳定农村秩序。
The villagers ’committee is the self-governing body of the villagers. However, does the village committee really play this role? The survey shows that it is difficult for the villagers to supervise the exercise of power of the village committees. The village committees deviate from the functions of the villagers’ autonomy and have an administrative tendency. This in turn has led to the villagers’ appraisal of the village committees being reduced, even losing their trust in the village committees and their enthusiasm for participating in the election elections. It is necessary to strengthen the autonomy function of village committees, strengthen the government’s norms governing the work of village committees, and make them the partners of villagers and government partners rather than others. This needs to reform the rural elections, promote the openness of village affairs and strengthen the supervision mechanism of the villagers in order to straighten out rural grassroots organizations and stabilize rural order.
