为了进一步推进农村环境综合整治和农业面源污染控制,笔者通过调研分析了南通市及周边地区农村非规模化畜禽养殖污染防治现状。结果表明:农村养殖户对农村环境满意度不高,对农村环境污染和畜禽污染危害有一定的认识;污染防治方面养殖户参与意愿不足,对畜禽粪尿的干湿分离处理较少,需要政府和养殖户共同开展污染防治工作;养殖户普遍认为政府投入非规模化畜禽污染防治的资金不足、监管不到位以及实用技术较少。通过分析,笔者提出了创新污染防治模式,多方位多层次宣传,多渠道投入污染防治经费,加快低耗高效实用技术研发与技能培训,建立健全养殖环境污染防治监督与管理机制等一系列建议。
In order to further promote the comprehensive improvement of rural environment and agricultural non-point source pollution control, the author analyzed the status quo of pollution prevention and control of non-large-scale livestock and poultry breeding in rural areas of Nantong and surrounding areas through investigation. The results showed that: farmers in rural areas are not satisfied with the rural environment and have some knowledge of rural environmental pollution and livestock and poultry pollution hazards; farmer’s willingness to participate in pollution prevention and control is less than that of livestock and poultry manure, It is necessary for governments and farmers to jointly carry out pollution prevention and control work. Farmers generally consider that the government has insufficient funds to invest in non-scale livestock and poultry pollution control, supervision is not in place, and there are fewer practical technologies. Through analysis, the author puts forward a series of suggestions, such as innovative pollution prevention and control mode, multi-directional and multi-level publicity, multi-channel investment in pollution prevention and control, speeding up R & D and skills training of low energy efficient and practical technologies, and establishment and improvement of supervision and management mechanism of pollution prevention and control of aquaculture.
