山西是全国能源重化工基地,是“七五”期间重点建设区,也是全国最缺水省份之一。水资源不足已经严重影响了工农业生产发展和能源基地建设。由于水源问题得不到解决,许多新建厂址不能确定。太原市日需水100万m~3,仅供水80万m~3,地下水位多年平均下降率1.33m,部分地区达4.7m。大同市1984年地下水超采0.28亿m~3,地下水位多年平均下降率为1—2m。此外,地表水污染严重,城郊区地下水质恶化。因此迫切需要进行水资源整治——开发、利用、治理、保护研究,以确保能源重化工基地建设的顺利进行。本文就此问题提出一些看法。
Shanxi is a national energy heavy chemical industry base, a key construction area during the “Seventh Five-Year Plan” and one of the most water-scarce provinces in the country. Inadequate water resources have seriously affected the industrial and agricultural production and energy base construction. Due to the water problem can not be solved, many new sites can not be determined. Taiyuan daily water needs 1 million m ~ 3, only water 800000 m ~ 3, the average annual drop of groundwater level 1.33m, in some areas up to 4.7m. Datong City, 1984 groundwater overdrawing 02800 million m ~ 3, the average groundwater level decline rate of 1-2m. In addition, the surface water is seriously polluted and the quality of underground water in the suburbs is deteriorating. Therefore, there is an urgent need to carry out water resources remediation - development, utilization, governance and protection research so as to ensure the smooth progress of energy and chemical industry base construction. This article put forward some views on this issue.
