廉租房REITs的建设是探索公租房建设的新形式,因REITs具备极大的融资能力,从而为突破廉租房建设的资金瓶颈提供了契机。廉租房REITs的稳健运行需要法律对于风险的监管,目前我国的试点方案总体上简略粗糙,更无法实现法律监管的及时有效。我国应在借鉴先进经验的基础上来因地制宜的构建廉租房REITs的风险监管机制。
The construction of low-cost housing REITs is to explore a new form of public rental housing construction, due to REITs have great financing capacity, thus breaking the capital bottleneck for the construction of low-rent housing provides an opportunity. The healthy operation of low-rent housing REITs requires the regulation of law for risk. At present, the overall pilot program in our country is simple and rough, and the legal supervision can not be implemented in a timely and effective manner. Our country should establish the risk supervision mechanism of REITs for low-rent housing according to local conditions on the basis of drawing on advanced experience.
