2013年7月,国务院批准成立上海自由贸易试验区。它与自由贸易区有着本质的区别。自由贸易试验区的建立,顺应了经济全球化的发展趋势,能够提升我国对外开放的程度和水平。但风险与机遇并存,我们必须防止国际游资的迅速进出给我国资本市场和实体经济带来的灾难性打击。在推进自由贸易试验区的过程中,要本着“立足上海、服务全国”的原则,着眼于十八届三中全会后所形成的新一轮改革开放形势,形成可复制、可推广的经验,辐射长三角、珠三角等经济发达地区,进而辐射全国。
