一度有消息称,正在制定中的《工资条例》年内即可出台。然而据透露,由于阻碍重重,《工资条例》难以在年内出台。《工资条例》被认为是收入分配改革的标志性内容,其出台越延宕,越昭示着收入分配改革难度之大。《工资条例》为何难以在年内出台?正如报道所称,该条例遭遇了来自垄断行业的极力反对。比如,他们认为企业福利部分不应该计入到工资收入,否则纳税和社保缴纳的工资基数太大。
