在教育质量低下与公务员行为评价法规的出台的背景下,葡萄牙政府自2007年启动了新一轮中小学教师评价体系改革。科学的评价理念、明确的评价目标、完善的评价范畴及指标、多样化的评价工具及健全的评价后续机制是其实施策略。改革特色体现为顺应世界教师专业发展潮流、政府重视教师评价体系改革的推行、遵循教师评价体系改革规律以及注重与外部力量合作。
In the context of the low quality of education and the promulgation of laws and regulations on the evaluation of civil servants, the Portuguese government launched a new round of reform of the evaluation system for primary and secondary school teachers since 2007. Scientific evaluation concept, a clear evaluation objectives, improve the scope and indicators of evaluation, a variety of evaluation tools and sound evaluation of follow-up mechanism is its implementation strategy. The reform features reflect the trend of professional development of teachers in the world. The government attaches great importance to the implementation of teacher evaluation system reform, follows the rules of teacher evaluation system reform and pays attention to cooperation with external forces.
