提高自主创新能力,创建创新型国家,是我国未来发展的重大战略决策。2008年7月1日,修订后的《中华人民共和国科学技术进步法》(简称《科技进步法》)将开始施行。此次修订后实施的《科技进步法》是推动我国创建创新型国家的重要法律保障。新法更加突出了企业作为技术创新的主体地位,将使科技创新具有持续发展的动力与活力。为使读者更准确了解新法,本刊特别邀请了参与新法“企业技术进步”章节起草的专家张华胜就新法对企业自主创新的影响进行解读。
To improve the capability of independent innovation and create an innovative country is a major strategic decision for our country’s future development. July 1, 2008, the revised “People’s Republic of China Science and Technology Progress Law” (referred to as “Science and Technology Progress Act”) will come into effect. The “Law of Science and Technology Progress” implemented after this revision is an important legal guarantee for promoting the creation of an innovative country in our country. The new law further highlights the dominant position of enterprises as technological innovations and will enable science and technology innovation to have the momentum and vitality for sustainable development. In order to make readers understand the new law more accurately, this magazine specially invited Zhang Huasheng, an expert involved in the drafting of the chapter titled “Enterprise Technology Progress,” to interpret the impact of the new law on enterprise independent innovation.
