为贯彻落实《中共中央关于建立社会主义市场经济体制若干问题的决定》所确立的社会主义市场经济体制的目标和建立现代企业制度的必然要求,实现市委、市政府“用五年时间基本建立起社会主义市场经济新体制”的构想,拟在我市企业中选择50户左右(每个行业1—2户)进行建立现代企业制度先行试点。为确保此项工作顺利实施,现提出意见如下:一、试点目的、试点企业条件与试点企业确定程序(一)试点目的1.探索适应市场经济要求的国有资产管理体制和运营体系,实现政企、政资分开,实现出资者所有权与企业法人财产权分离,使企业真正成为独立享有民事权
In order to implement the objectives of the “socialist market economic system” established by the “Decision of the Central Committee of the Communist Party on Certain Issues Concerning the Establishment of a Socialist Market Economic System” and the inexorable requirements for the establishment of a modern enterprise system, the municipal government and the “city government” will basically be established in five years time. Starting from the concept of a new system of the socialist market economy, we plan to select about 50 households (1 to 2 households in each industry) in our city to carry out pilot projects to establish a modern enterprise system. In order to ensure the smooth implementation of this work, the following opinions are hereby presented: 1. Purpose of the pilot project, conditions of pilot enterprises, and procedures for pilot enterprises (1) Purpose of the pilot 1. To explore the state-owned assets management system and operation system that meet the requirements of the market economy, and to achieve Separation of government and capital, realizing the separation of investor’s ownership and corporate legal person’s property rights, so that enterprises truly become independent civil rights holders.
