加快对年轻干部的选拔任用,是各级组织人事部门干部制度改革的重要内容。在庆祝中国共产党成立80周年大会上,江泽民同志指出:“加强对年轻干部的培养,是保证党和国家长治久安的战略任务。”他同时强调,各级党委要采取多种形式加快对年轻干部的培养,对各级党政机关中有培养前途,但缺乏基层工作经验的年轻干部,应把他们调到基层工作;对长期在基层工作的优秀年轻干部,要注意选派他们到上级机关工作。干部挂职形式,正是这种要求在实际工作中的运用,是培养锻炼年轻干部,使年轻干部尽快成长的良好途径。
