陕西是我国科技、教育实力相对雄厚的省份之一,众多高等院校、科研院所的存在为陕西省提供了丰富的技术与人才资源。在一定程度上雄厚的教育、科研优势应该促进其经济发展,使其有与之相应的经济优势。陕西省经济发展水平相对落后、科研活动脱离经济发展的需求、企业创新动力不足的现状,表明财政的科技投入政策主导作用发挥不足。
Shaanxi is one of the provinces where science and technology and education strength are relatively strong in our country. The existence of numerous institutions of higher learning and scientific research institutes has provided Shaanxi Province with abundant technical and human resources. To a certain extent, a solid education and scientific research advantage should promote its economic development and make it have corresponding economic advantages. The relative backwardness of economic development in Shaanxi Province, the need of scientific research activities from economic development and the lack of innovation power of enterprises show that the leading role of finance in science and technology investment policies has not been fully realized.
