Since its own-account reform in 1992, Shanghai has enjoyed an average annual economic growth rate of 2.8 percentage points higher than the national average and has become the region where the economic restructuring and infrastructure reform in the Yangtze River Delta have reached the maximum and the society is the most stable. As a result, Taiwan’s business community settled in Shanghai one after another. Some strong enterprises in Europe and the United States have transferred production centers, sales centers or research and development centers to Shanghai. A city with a long history of heavy burdens, long-term overcrowding and too much infrastructure owed so much attention that in a short span of ten years it is worth looking into. I. The Present Situation of Economic Growth Since the 1990s, Shanghai has actively explored a new road of development featuring “Chinese characteristics, characteristics of the times and Shanghai characteristics” and seized the historic opportunity of opening up and development in Pudong with institutional innovations and advances in science and technology
