1955年电船分公司根据美国海军1956财政年度计划开始设计编号为EB-269A的攻击型核潜艇,即“鲣鱼”(Skipjack)级。该级艇共建造了6艘,其中3号艇“锯鲉”号的建造却经历了一波三折。“锯鲉”号于1957年11月1日正式开工,但是由于美国海军打算尽快建造装备“北极星”型潜射弹道导弹的核潜艇,在2个月后把正在船台上建造的“锯鲉”号改成了弹道导弹核潜艇,艇名也被改为“乔治·华盛顿”号。而美国海军并没有取消与电船分公司签订的建造“锯鲉”号攻击型核潜艇的合同,因此,新的“锯鲉”号攻击型核潜艇又于1958年8月20日重新开工建造。
