人民日报五月十一日发表了薄一波付总理的谈话:关于在基本建设工作中如何整风,和学会勤俭建国本领,在今后采取措施的第3点中指出:自力更生为主,争取外援为辅。尽量自己设计,自己制造设备,尽量采用本国出产的设备,以减少外汇开支。这是我们今后几个五年建设计划的重要方针之一,笔者愿就筑造高混凝土坝所需要的重型运输起重机械,如何遵循这个方针,提一些初步意见。
