加快建设资源节约型社会,已成为新一届政府大力推动的重点工作之一。在能源短缺、用水紧张的现实压力下,资源约束矛盾日益突出,国务院决定2004年至2006年在全国开展资源节约活动。 石油石化企业走新型工业化道路的进程中,既受社会大环境的驱动,又源于降低成本提高效益的内在要求,将节能节水作为资源节约活动的重中之重。中国石油集团公司积极推动创建节能节水型企业。 这次全国资源节约活动和石油企业的节能节水活动,其范围之广,时间之长,力度之大都是前所未有的。
Accelerating the building of a resource-saving society has become one of the key tasks vigorously promoted by the new government. Under the realistic pressure of energy shortage and water shortage, the contradiction between resource constraints has become increasingly prominent. The State Council decided to carry out resource conservation activities throughout the country from 2004 to 2006. In the process of taking a new road to industrialization, the petroleum and petrochemical enterprises are both driven by the social environment as well as inherent requirements of reducing costs and improving efficiency. Energy-saving and water-saving are the most important activities for resource conservation. CNPC actively promotes the establishment of energy-saving and water-saving enterprises. The national energy conservation activities and oil-saving energy-saving activities of enterprises, its scope of a wide range of time, efforts are mostly unprecedented.
