实施西部大开发，是中央作出的一项重大战略决策。为了贯彻实施这一决策，中共青海省委和青海省人民政府提出了“青海在西部大开发中要有所为、不落后，力争走在前列”的要求，并于去年开始实施青海省１０项重点工程：涩宁兰天然气管道工程、１００万吨青海钾肥工程、青藏铁路 The implementation of the large-scale development of the western region is a major strategic decision made by the Central Government.
