一、小序众所周知,科技作为社会发展的主要要素之一,在发展生产中产生显著效果。科学技术是第一生产力。但是我国相当一个时期,科技管理处于一个自我封闭的行政管理阶段。本文根据中央“一手抓建设,一手抓法制”的精神,结合南宁市的实际情况,从科技成果奖励、科技经费投入、科技成果鉴定、科技档案管理等方面用几组数据侧重分析科技工作在上述方面存在的主要问题和科技立法对保障经济、科技发展的必要性。
