1983年5月国家计委主持审查《长江三峡水利枢纽工程可行性研究》以后,水利电力部委托原武汉水利电力学院张瑞瑾院长(现名誉院长)主持召开了长江三峡水利枢纽工程泥沙问题科研工作协调会,组织有关科研生产单位及高等院校开展了大量的研究工作,安排了四个变动回水区典型河段的泥沙模型,研究这一区段泥沙淤积可能引起的浅滩碍航问题;两个坝区泥沙模型,研究引航道的泥沙淤积及电站
