近年来,国际毒品犯罪活动十分猖獗,我国境内吸毒、贩毒以及利用毒品进行犯罪活动在个别地区已死灰复燃,已引起我国政府的高度重视。《中华人民共和国药品管理法》的颁布,以及《麻醉药品管理办法》、《精神药品管理办法》等特殊药品管理单项法规的实施,从立法,执行角度采取措施,严厉打击了贩毒犯罪活动,控制了滥用麻醉药品和精神药品的状况。但是,据一些来稿反映,特殊药品的管理仍然存有不可轻视的问题,有些法规还需进一步完善。本期选登了林火然等作者撰写的有关特殊药品管理的三篇文章,反映了基层在实际工作中存在的问题和现状,并提出如何改进的措施和经验,很值得一读,以引起有关部门的重视,采取相应措施,遏制毒害蔓延。
