随着知识经济、知识军事时代的到来,军队秘书人才创新能力的提高已经成为适应形势发展和工作需要的关键。但是,从目前军队秘书队伍的现状看,不少秘书还存在着经验办事、唯上是从、求稳怕变、缺乏自信、敷衍应付、过分依赖的消极心理。笔者认为,要破除这些心理障碍,增强创新意识,提高创新能力,必须从开发内在动力入手,特别要做到以下三个方面:
