8月20日,沉睡了10多年的涪江突然咆哮,洪水猛涨,大英县回马镇峰值流量达17300立方米每秒,超警戒水位达6.922米,超危急水位近3米。全镇1.6万多亩庄稼、4980家农户、12个企业被洪水淹没,受灾人口1.8万多人。堤坝、电力、通讯、机电设备等基础设施和农户房屋大量损毁,水稻、花生、红苕大面积绝收,直接经济损失6460多万元。笔者随县委常委、组织部部长蒋海斌一行赶赴回马,耳闻目睹了回马人民在各级领导组织指挥下奋起抗洪抢险的全过程,亲身感受了蒋海斌部长心系灾区、情系人民的党员领导干部的公仆情怀。
