宋朝的政府购买活动是通过各级各类行政机构管理实施的,一系列政府机关以专职的或兼营的形式,构建起了一个上下贯通、彼此勾连、完整而又庞大的政府购买制度营运网络。总体而言,宋朝的政府购买行政管理体系可分中央、路、州县三个层次。中央的主管部门为三司(户部);路级机构以转运司为主,后来又有提点刑狱司、提举常平司、经略安抚司等参与其事;州县官署属于基层执行部门。此外,还有中央派出的发运司、籴便司、折博务等机构。本文暂不涉及派出机构,仅就政府购买制度赋予三司(户部)、以转运司为主的路级机构、州县这三层机构的角色定位和职责功能做一考察。
The government purchase activities in the Song Dynasty were governed by various administrative agencies at all levels. The central authorities are the three divisions (households); the agencies at the road level are mainly transhipment branches, and later the penal units are prosecuted, Changping Division is lifted, and Liao An Fu Division is involved. State and county government departments and commissions are grassroots units department. In addition, there are agencies dispatched by the Central Government, such as the Shipping Division, the Department of Health and other departments. This article does not involve sending agencies, only on the government purchase system gives three divisions (households), to the transport division of the road-level agencies, state and county levels of these three agencies to do a role-role and function to do an inspection.
