公平与效率的关系问题是一个为人们普遍关注而又长期困惑不解的难解之谜，它也是当今世界各国力图解决好的两大社会经济问题．在社会主义市场经济条件下，对公平与效率关系如何规范，已成为我们面临的一个时代课题怎样解决公平与效率的矛盾，使公平与效率达到真正的统一，重要的在于通过树立正确的公平观，建立健全法制体系，充分利用我国传统文化的内涵和伦理道德规范二者，以公平促进效率，并在效率的基础上进一步实现公平，最终促使公平与效率的统一．
