一、大会背景 联合国人居中心认为到2000年,全球将有一半人口在城市生活和工作,而另一牛则为了生存更加依赖于城市,快速的城市化将使城市过于拥挤,城市环境恶化,社会秩序混乱,住房及基础设施条件恶化,而且由于城市活动而带来的空气、水污染等问题也将日益严重。所以,联合国大会决定在1996年6月召开第二届人类居住大会,并使之成为一个“城市最高级会议”,是以交流各国政府在改善人居状况方面的经验,提出全球性的解决人居问题的战略,使世界上的城镇和村庄得以健康和持续的发展。 二、大会的概况 联合国于1976年在温哥华第一次召开关于人类居住的大会,并成立了联合国人类住区(生境)中心。这个会议被称为“人居一”。“人居二”将将于1996年6月在土耳其的伊期坦布尔举行,它将由全球大会、世界城市大
I. General Assembly Background Habitat believes that half of the world’s population will live and work in the city by the year 2000, while the other will depend more on the city for survival.
