亚太地区国家在开发利用天然气方面遇到的一个共同问题是缺乏基础设施投资。单靠政府的投资是不够的,而要吸引包括外资在内的民间投贤,就需要制定相应的法律和政策框架,以减少制约民间资本流动的障碍。多年来,亚太经合组织(APEC)一直在为此而努力。1998年APEC第三次能源部长会议通过了一份报告,题为“关于促进亚太经合组织区域内天然气供应、基础设施和贸易网络投资的建议”。这份报告反映了民营企业特别是外国投资者参与亚太国家天然气项目投资的要求,并就促进天然气发展的总体政策,以及促进天然气勘探与生产、基础设施建设、跨国天然气产品与服务贸易等相关政策提出了建议。本刊上期摘要刊登了这一报告的上半部分内容,以下是其余部分。
A common problem encountered by countries in the Asia-Pacific region in developing and utilizing natural gas is the lack of infrastructure investment. Government investment alone is not sufficient. To attract private investment, including foreign investment, it is necessary to formulate corresponding legal and policy frameworks so as to reduce the obstacles that restrict the flow of private capital. Over the years, the APEC has been working hard to that end. In 1998, APEC’s third meeting of energy ministers adopted a report entitled “Proposal on Promoting Investment in Natural Gas Supply, Infrastructure and Trade Networks in the APEC Region”. The report reflects the requirements of private enterprises, especially foreign investors, to participate in the investment in natural gas projects in the Asia-Pacific countries. It also provides general policies on promoting the development of natural gas as well as related policies such as promoting natural gas exploration and production, infrastructure construction, and trade in transnational natural gas products and services give suggestions. The first issue of this report is published in the first half of this issue, and the rest is below.
