国务院办公厅近日发布《国务院2017年立法工作计划》,修订《政府信息公开条例》被列为全面深化改革急需的立法项目。“十三五”规划纲要提出实施国家大数据战略,把大数据作为基础性战略资源,全面实施促进大数据发展行动。大数据与政务信息公开又近了一步。2016年,《政务信息资源共享管理暂行办法》出台,明确共享开放是原则,非共享开放是例外。
The General Office of the State Council recently released the State Council Legislative Work Plan for 2017, and the revision of the “Regulations Governing the Disclosure of Government Information” was listed as a legislative item urgently needed for deepening the reform. The Outline of the Thirteen-Five Planning put forward the strategy of implementing the national big data and using big data as the basic strategic resource to fully implement the action of promoting the development of big data. Big data and government information open and one step closer. In 2016, the “Administrative Measures for the Administration of Information Resources Sharing Interim Measures” were promulgated. It is the principle that openness is shared. The exception is open access by non-shared resources.
