社会的一切生产与文化活动的发展与延伸都离不开前人劳动智慧成果的结晶——图书。马克思说过:科学劳动是社会的一般劳动,“这种劳动部分地以今人的协作为条件,部分地又以对前人劳动的利用为条件。”由此可见,离开前人和今人的经验和成果,对于今天各个领域里的人们来说都将是不可想象的事。因此,图书馆在对大量的文献资料与科技成果的积累收藏与有效利用方面,就有着重要的意义。 一、收集、保存和提供资料是图书馆的主要职能 1978年出版的《美国百科全书》“图书馆”词条绪论指出:“图书馆出现以来,经历了许多世纪,一直担负着三项主要职能:收集、保存和提供资料。图书馆是使书籍及其前身发挥固有潜力的重要工具。”日本野村综合研究所情报管理开发室长井上如在《大学图书馆的经济管理》一文中也认为,图书馆有三项职能,“那就是收集、整理和提供。其中提供又可以叫做使用或服务。”我国图书馆学基础理论专家黄宗忠在他的《图书馆学导论》中认为:“图书馆的本质屑性应该是藏用性,即对图书文献的收藏与利用。或称知识信息的集聚与传递。……这是图书馆所特有属性。”图书馆的本质属性是藏与用的关系。藏是基础,物质条件;用是目的,是知识的延深与发展。而图书馆活动的最终目的就是图书文献资料的使用?
