对于一个干旱缺水流域来说，水资源管理无疑是可持续发展的核心问题之一。随着资源环境问题的出现，可持续发展模式的确定，人们对水资源管理的价值取向发生了明显变化。人们在注意水资源可利用量有限性的同时，也注意到在开发利用水资源过程中引起的生态环境问题，对水资源价值思考的立足点也由传统的经济利益转向更广泛的社会经济资源环境综合效益，认识到水资源不仅具有存在价值和经济价值，而且具有环境价值。本文针对以上水资源的价值形式分别进行分析，以便找到干旱缺水流域水资源管理的可行措施。
Water management is undoubtedly one of the core issues of sustainable development for arid and dry basins. With the emergence of resources and environment problems and the determination of sustainable development mode, the value orientation of water resources management has undergone significant changes. In this paper, the above forms of water resources are analyzed separately in order to find feasible measures for water resources management in arid and dry basins.
