农业是我国重要的基础产业，农业生产的稳定直接影响到国家的稳定。科技是第一生产力，农业科研工作是产生农业科学技术的重要基础，因此，农业科研工作应当而且也必须是稳定的。然而，在社会主义市场经济体制下，农业科研工作必须面向市场，与农业生产实际紧密结合，必然涉及到农业科研工作的稳与放的问题，应当摆好两者的关系，使农业科研工作始终能够沿着提高农业生产力，促进其不断进步这上主线健康地向前发展。
