行政事业性收费,是行政性收费和事业性收费的统称。行政性收费是国家行政机关和国家授权行使行政职权的单位在社会、经济、技术和资源管理过程中,依据国家规定实施行政性管理的收费。主要有市场管理费、乡镇企业管理费、公路运输管理费、土地管理费以及企业法人登记费、社团登记费、治安管理证照费、婚姻登记证书费、护照费,等等。其中有一部分属于规费,像婚姻登记证节费、护照和签证费,收入上交财政。
