河南省唐河县是一个拥有百万人口的大县,全县平均在校学生21.3万人,教职工1.26万人。随着教育事业的日益发展,教育经费的供需矛盾越来越突出,县财政每年安排的教育经费虽然高于财政收入的增长速度,但仍然满足不了教育发展的需要。鉴于这种情况,根据中央、省有关开征教育事业费附加的指示精神,唐河县于1986年在全县范围内开征了教育事业费附加。截至1987年底,累计征收364万元,重点用于支付民办教师工资和各项补贴,适当改善了一部分乡村中小学的办学条件,支持了教育事业的发展。唐河县的具体做法是:
Tanghe County, Henan Province, is a large county with a population of one million. The county has an average of 213,000 students and 12,600 faculty members. With the development of education, the contradiction between supply and demand of education funds has become more and more prominent. Although the education funds arranged by the county finance each year are higher than the growth rate of the financial revenue, they still can not meet the needs of education development. In view of this situation, according to the instructions of the Central Government and the provincial government on the additional fees for education, Tanghe County introduced an additional education fund in 1986 within the county. As of the end of 1987, a total of 3.64 million yuan has been levied, focusing on the payment of salaries and subsidies for private teachers, appropriately improving the conditions for running schools in some rural primary schools and supporting the development of education. Tanghe County, the specific practices are:
