翁文灏,字咏霓,浙江慈溪人,早年在比利时留学,学地质专业。回国后在北京大学、清华大学等学校任教,并在北洋政府农工商部任技监、地质调查所所长。翁文灏1932年去南京,不久,国防设计委员会(它是资源委员会的前身)在南京正式成立,蒋介石亲自出任该会委员长,翁文灏任秘书长。1934年4月,国防设计委员会改组为军事委员会资源委员会,由翁担任主任委员。1935年翁兼河南焦作
