“861”行动计划省委、省政府在深入调查研究的基础上,于去年制定了《安徽省全面建设小康社会的战略目标、战略步骤及起步阶段的重点建设任务》,提出建设八大产业基地和六大基础工程的任务。现在,省委、省政府又进一步明确提出,在去年已经起步的基础上,从今年开始全面实施“861”行动计划,即推进八大产业基地和六大基础工程建设,实现2007年人均国内生产总值达到1000美元以上的目标。八大产业基地是：加工制造业基地、原材料产业基地、化工产业基地、能源产业基地、高新技术产业基地、优质安全农产品生产加工和供应基地、全国著名的旅游目的地、重要的文化产业大省；六大基础工程是：防洪保安工程、通达工程、信息工程、生态工程、信用工程、人才工程。(省计委)
