卫生执法主侉的转变,卫生防疫站失去了卫生执法主体资格。现行的卫生监督体制存在着卫生防疫站技术资源得不到利用,卫生防疫工作职责不清,地方财政投入不足,利益分争内耗严重,防疫站工作举步为艰等问题。建议:1.卫生监督执法体制改革,成立公共卫生监督局。2.委托执法使卫生行政部门与卫生防疫站的工作关系得到理顺,符合我国法律规定,求真务实地做好公共卫生监督执法工作。
With the change of the main body of health law enforcement, the sanitation and epidemic prevention station has lost the qualifications of the main body of health law enforcement. The current health supervision system has the problem that the technical resources of the epidemic prevention station cannot be used, the duties of the hygienic epidemic prevention work are unclear, the local financial input is insufficient, the internal friction of the interest competition is serious, and the work of the epidemic prevention station is difficult. Suggestions: 1. The reform of the health supervision and law enforcement system and the establishment of the Public Health Surveillance Bureau. 2. Entrusted with law enforcement to rationalize the working relationship between the health administrative department and the epidemic prevention station, comply with the laws and regulations of our country, and do a good job in public health supervision and law enforcement.
