中国的石油公司实施“走出去”发展战略大体经历了过渡和快速发展两个阶段。回顾走过的15年历程,三大国家石油公司在海外投资均取得了显著的成就,海外油气项目参与程度越来越高,范围越来越大,海外权益产量直线上升。在海外业务拓展过程中,三大国家石油公司相互合作的意识日益增强。同时,也要看到,国家石油公司未来的海外业务拓展面临的问题依然突出,主要表现在整体竞争实力较弱、政治博弈制约等方面。为此,笔者提出国家石油公司未来海外业务拓展应坚持市场换资源战略、多元化区域选择战略以及树立多层次经营管理理念等政策建议。
China’s oil companies to implement “going out ” development strategy generally experienced two stages of transition and rapid development. After reviewing the 15-year history that has passed, the oil companies of the three major countries have made remarkable achievements in overseas investment. The participation of overseas oil and gas projects is getting higher and higher and the scope is getting wider and larger. The output of overseas interests and interests has risen linearly. In the overseas business expansion process, the three major national oil companies are increasingly aware of the mutual cooperation. At the same time, we must also see that the problems facing the future development of the overseas oil business of the national oil companies are still outstanding. The problems are mainly manifested in the weak overall competitiveness and the political game constraints. Therefore, the author proposes that the future development of CNOOC’s overseas business should insist on the policy recommendations of market-oriented resource strategy, diversified regional selection strategy and the establishment of multi-level management philosophy.
