Fifth Plenary Session Emphasizes Resource Conservation and Environmental Protection and Laying Stress on Disaster Prevention and Reduction System The Fifth Plenary Session of the 17th CPC Central Committee was held in Beijing from October 15 to 18. The Plenary heard and discussed Hu Jintao’s work report commissioned by the Political Bureau of the CPC Central Committee and examined and adopted the “Proposal of the CPC Central Committee for Formulating the Twelfth Five-Year Plan for National Economic and Social Development.”
