关于深化国有企业改革的指导意见,有着四个显著的特点:一是更加注重改革的精准性,坚持改革奔着问题去,有什么问题,就改什么问题;什么问题突出,就重点改什么问题。二是更加注重改革的规范性,先定规则再改革,依法有据搞改革。三是更加注重改革的系统性,国有企业改革已经形成“1十N”文件体系,强化改革措施之间的协同配合。四是更加注重改革的公开性,坚持公开透明,国企改革的政策、方案、措施、过程能够公开的都要公开,主动地接受监督。
There are four salient features regarding the guidance for deepening the reform of state-owned enterprises: First, pay more attention to the accuracy of the reform, adhere to the reform running forward, what are the problems and what should be changed; what are the major problems and what should be changed . Second, pay more attention to the normative nature of reform, set rules first and then reform, and reform according to law. Third, pay more attention to the systematic reform. The reform of state-owned enterprises has formed a “1-decade” document system and strengthened the coordination and cooperation among the reform measures. Fourth, pay more attention to the openness of reform and adhere to openness and transparency. The policies, programs, measures and processes for the reform of state-owned enterprises should all be openly and proactively supervised.
