漢代的縣級政區有縣、道、邑、侯國等幾種,性質各不相同。《漢書·百官公卿表》曰:“列侯所食縣曰國,皇太后、皇后、公主所食曰邑,有蠻夷曰道。”《續漢書·百官志》稱:“凡縣主蠻夷曰道,公主所食湯沐曰邑。”《漢書·地理志》(下文簡稱《漢志》)中,凡爲侯國或道的縣級政區,均有明文標出,唯有“邑”未加區分,常與縣合稱。如關於縣級政區的數量,《漢志》曰:“縣邑千三百一十四,道三十二,侯國二百四十一。”將道、侯國單列,而將縣、邑合稱,導致很難窺得邑的真實面貌。
