High-quality leading cadres and energetic leadership are the keys to ensuring smooth implementation of the grand strategy of the Central Government. Relevant departments of the Central Government have focused their attention on the need of building the party and government leading bodies above the county level in the next five years and have made new arrangements in the area of organizational construction.
