日前,湖南省娄底市决定采取“八查八看”方法,在2017年村“两委”换届前全面开展村级财务清理工作,着力解决村级财务做账不规范、管理不民主、村集体“三资”家底不清、村干部侵占村民利益等突出问题,为全市乡镇区划调整和建制村合并以后的第一次村“两委”换届奠定良好的工作基础。
