“将蛋糕做大”是经济学的一个理论,意思是通过努力,将全社会的经济总量做大后,每个人切分到的份额也将随之增加。始于2001年的黑龙江省农业水价改革试点工作,已经达到了政府保护资源、农民增收和灌溉供水单位加强管理实现增收的多个目标,达到了将“蛋糕做大”后的各方多赢。更重要的是,水价改革还实现了公开、公平、透明的供水方式,为减少供水纠纷、实现社会公正奠定了基础。
“Making the cake bigger” is a theory of economics, which means that after efforts are made to increase the total economic output of the whole society, the share that everyone will divide will also increase. The experiment of reforming agricultural water price in Heilongjiang Province, which started in 2001, has reached a number of goals that the government has taken to protect resources, increase farmers’ income, and strengthen water supply and management in irrigation and water supply units so as to achieve more revenue after the “cake bigger” win. More importantly, the water price reform has also achieved an open, fair and transparent water supply pattern, laying the foundation for reducing water disputes and achieving social justice.
