收费公路在我国已走过了坎坷而辉煌的17年历程,目前,全世界20几个国家与地区中共有14万公里的收费公路,其中,近10万公里在中国,占总数的70%。因而收费公路成了今日中国公众关注的十大热点之一。 2000年,交通部将收费公路研究列为重点专项研究课题,并由交通部规划研究院组成了收费公路研究课题组。该课题组在大量调研基础上,对收费公路的现状进行了全方位的权威总结,并为未来收费公路的发展、融资和管理等方面提供了翔实的资料和可供决策的参考意见。本期以专题形式,对这组成果进行了摘要报道,并佐以省市在收费公路的经营中遇到的问题。以后几期,我们还将继续就收费公路作系列报道,请读者朋友们关注。我们认为:我国收费公路的多年实践经验和理论探索证明,收费公路政策符合我国社会主义市场经济体制的要求,符合投融资体制改革精神,是我国基础设施体制改革的成功范例,是我国公路建设和管理体制的一项重大突破和成功实践,是在现有历史条件下快速发展我国公路交通的重要战略性选择,在我国公路建设史上具有划时代的重要意义。但目前,我国正处在市场经济体制全面建立并逐步完善的历史进程中,各项体制改革将不断深化和完善,基础设施建设和管理体制改革是其中十分重要的一部分。及时总结经验,继续坚持和不断完善收费公路的各项政策,对我国公路建设和管理体制的改革,对我国整个基础设施的发展都具有特别重要的意义。现阶段,在改革、落实收费公路各项具体政策时,应加大对:“统贷统还”政策的实施效果、如何建立公路行业的特许经营制、延长收费期限与实现总量控制、税收政策对收费公路的影响、收费公路的债务问题等深入的专题研究工作,以配合各项政策的实施。我们相信,收费公路的持续、健康发展,将对我国公路事业产生长久而巨大的推动作用,收费公路有着广阔的前景,大有可为。
Toll road has gone through a rough and splendid 17-year history in our country. At present, there are 140,000 kilometers of toll roads in 20 countries and regions in the world, of which nearly 100,000 km are in China, accounting for 70% of the total. In 2000, the Ministry of Communications listed toll roads as a key special research topic and a research group on toll roads was formed by the Ministry of Communications Planning and Research Institute.
