一、关於防洪规划方针问题西江中下游防洪规划围绕龙滩和大藤峡两大水库予留多少防洪库容问题,展开了热烈争论。许多专家教授为此提出了种种依据和见解,但到目前为止,各家意见仍然分歧很大,难以统一。笔者认为分歧的根源不在於某些技术问题和细节,核心问题是珠江防洪规划方针是否切合西江中下游的客观实际?方针正确了,其他问题必将迎刃而解。《珠江流域规划任务书》提出:
I. Issues Concerning Flood Control Planning Issues The flood control plan for the middle and lower reaches of the Xijiang River has heatedly debated the question of how much flood control and storage capacity should be retained in the two major reservoirs of Longtan and Datozon Gorge. Many experts and professors have put forward various bases and opinions for this purpose, but so far the opinions of various experts are still very different and difficult to unify. The author believes that the root cause of the disagreement lies not in certain technical issues and details. The core issue is whether the Pearl River Flood Control Plan is in line with the objective reality of the middle and lower reaches of the Xijiang River.
